Developer Home Leasing, LLC proposes to construct Keuka Gardens, a multifamily, mixed income community that includes a single building with 42 one- and two-bedroom apartments with 31 units targeted to households with incomes at or below 50% and 60% of the area median income, and eleven supportive housing units at or below 30% of area median income for individuals with development disabilities in partnership with co-developer Arc of Yates. With funding from New York State Office for Persons With Developmental Disabilities, Arc of Yates will provide rent subsidy, support services and transportation to the residents of these eleven units. The project’s income mix has been refined to be more affordable based on careful study of the market, as well as feedback from local stakeholders and state funders. Additionally, this project directly responds to the community’s fundamental need for workforce housing. The Project will be on vacant land located at the gateway to the Village of Penn Yan, on State Route 14A/Brown Street Extension, in the Town of Milo, Village of Penn Yan, NY, Yates County 14527.
This two- and three-story building with one central elevator and 43,065 square feet will provide 6 two-bedroom and 36 one-bedroom units. Amenities include community room, fitness center, patios and balconies, secure interior bicycle storage, raised garden beds, playground, on-site management offices, on-site parking for residents and bulk storage incorporated into the units. All utilities will be paid by the owner and are readily available to the site. Additionally, Arc of Yates will have private office and counseling space. The 11 supportive units for persons with developmental disabilities will be dispersed throughout Keuka Gardens, providing an independent, private living space for residents integrated in the community.
The Project is in a highly stable and walkable neighborhood with direct sidewalk access to existing Village sidewalk infrastructure. Keuka Gardens is within a half mile of a grocery store, pharmacy and other shopping, businesses and expanding employment opportunities including the industrial park, and within one mile of the wide array of services on Penn Yan’s Main Street, and Penn Yan Elementary, Middle and High Schools. Arc of Yates began operating public transportation in Yates County in 2017, and once Keuka Gardens is complete, it will be a designated stop on Route 1, providing transportation services to all the residents
